Anything you read that says otherwise is guessing, and any vendor selling you a "Qatar tax compliance module" today is selling you a configuration screen. What that means practically is that you should not buy a system now on the strength of tax features, and you should not buy one that will need replacing later when the rate arrives. The question worth asking a vendor is narrow: what exactly changes in your system on activation day?

Connectivity in Qatar is good, and it is not uniformly good: crowd load around major events at Lusail, and the older fabric of Souq Waqif, both produce the same experience at the counter — a card reader thinking, a queue building, a customer waiting. Here is precisely what Sandooq does and does not do about that, because the honest version is more useful than the marketing version.
That is a narrower promise than "works completely offline", which is what most of this category claims. It is the one we can actually stand behind, and it covers the case that costs you money — a customer standing at the counter with cash in hand.
